The story begins with the late Dr. Phillip Serrins, who began serving Visalia and Hanford with vision and eye care since the 1970's. Dr. Steven Serrins took over our Hanford office circa 1990 and opened his own practice in Visalia in 1994. Dr. Phillips Serrins continued to provide eye care in the Visalia Mall for decades before retiring. Dr. Jonathan Serrins is proud to follow their footsteps and to continue the legacy of compassion and excellence synonymous with the title of Dr. Serrins. Serrins Valley Vision strives to provide the best service possible to all of our patients. We are here to help and serve you for all of your vision and eye care needs.
Dr. Steven Serrins is a 2nd-generation Optometrist. His father Phillip had a practice in the Visalia Mall. His grandfather worked as an Optician, which Dr. Serrins also did for 12 years prior to becoming an eye doctor. Dr. Serrins graduated from Pacific University, College of Optometry in Forest Grove, Oregon.
Dr. Jonathan Serrins received his Doctor of Optometry degree from UC Berkeley. He also received a Bachelor’s degree from UC Santa Cruz, where he majored in Community Studies. Prior to pursuing a career in optometry, Dr. “J” Serrins ran mentorship programs for 4 years in high schools and middle schools in Crenshaw, South Los Angeles, CA. It was during a mission trip to India when he was inspired to pursue optometry to help people in need. He is proud to follow the footsteps of his father, Dr. Steven Serrins, and his late grandfather, Dr. Phillip Serrins. Dr. Jonathan Serrins has taken over ownership as of August 2019. Dr. Jonathan Serrins completed primary care and ocular disease rotations at Veterans Affairs hospitals in Fresno, CA and Monterey, CA and is certified to diagnose and treat glaucoma. He is conversational in Spanish and is studying to become fluent. He has also started to learn Portuguese, Tagalog, and ASL to better serve our patients. He enjoys listening to and making music, traveling, and playing and watching sports.
Dr. Mathur grew up in Southern California. She graduated from UC Irvine with a degree in Biological Sciences. She continued her education at the Southern California College of Optometry at Marshall B. Ketchum University. Her clinical training includes externships at the VA Southern Nevada Healthcare System, Camp Pendleton Marine Corps Base, and The Optometric Center of Los Angeles. She enjoys being able to provide modern and progressive eyecare to her patients. When she is not seeing patients, she loves sharing new experiences with her husband, daughter, and maltipoo. She enjoys reading, yoga, hiking, eating out, planning weekend trips/vacations, and trying new recipes when inspiration strikes.
Dr. Harrison Van der Linde was born and raised in San Diego. He received his Bachelor of Science from UC Davis in 2013 and majored in neurobiology, physiology, and behavior. Driven by an interest in health care, he joined the UC Davis Global Medical Brigades team, which traveled to Honduras following graduation to provide medical care to underserved rural communities. Dr. Van pursued a career in optometry inspired by a bond created with his own optometrist that began when he got his first pair of glasses at 8 years old. Twenty years later, he received his Doctorate of Optometry from UC Berkeley in 2019. During his final year of optometry school, he completed a 6 month externship at Miami VA, where he gained experience and developed a passion for managing diabetic retinopathy, glaucoma, and other ocular diseases. He is a therapeutic and glaucoma certified optometrist and his other interests include pediatrics and keratoconus. A competitive swimmer since age 6, Dr. Van went on to swim at Davis in addition to joining the school’s triathlon team. Growing up the son of a 3rd grade teacher, Dr. Van has always loved children, and has spent many summers as a youth competitive swim coach and many school breaks helping out in his mom’s classroom. He is a big sports fan and also enjoys playing guitar when he’s not writing glasses prescriptions.

Dr. Rafael Remotigue (AKA Dr. Remo) was raised in Hanford, CA. He attended Hanford West High School, Fresno State University for his bachelor of science in Biology, and U.C. Berkeley for his doctorate in Optometry.
Dr. Remo grew up visiting his grandmother Mila, a former optician at the Hanford location, since he was 5 years old and has been a patient with Dr. Serrins ever since. He was inspired at a young age by his grandmother and Dr. Steven Serrins to become an eye doctor. From being a patient at Serrins Valley Vision to now being an associate optometrist, Dr. Remo enjoys serving his hometown community and is able to see patients of all age groups and cases of all kinds. He is glaucoma certified and manages glaucoma, macular degeneration, cataracts, diabetic retinopathy, and contact lenses, among others.
He enjoys rock climbing, watching basketball, boxing, and Formula 1 racing, and is currently learning Tagalog (his native tongue) and tennis. If you see Dr. Remo, say hello! Because he loves getting to know new friends.
Dr. Preet Sandhu is the latest addition to Serrins Valley Vision, joining in 2021. She was born and raised in San Jose, California and earned her undergraduate degree from UC Davis in Neurobiology, Physiology and Behavioral Sciences. Dr. Sandhu then headed east where she received her Doctorate of Optometry at the Pennsylvania College of Optometry in Philadelphia, PA.
Dr. Sandhu further developed her skills in several areas of optometry through various rotations. She completed a specialty low vision rotation at The Eye Institute in Philadelphia, PA, as well as rotations in pediatrics, vision therapy, and contact lenses at various sites. Finally, Dr. Sandhu completed an additional year of residency in Primary Care and Ocular Disease at the James Quillen Veteran Affairs Medical Center in Mountain Home, TN. She is now a glaucoma-certified OD, licensed in her home state of California.
Due to Dr. Sandhu's educational and working background, she has developed a special interest in working with challenging aspects of ocular disease. However, she is always eager to help new patients with any sort of eye and vision challenges. Dr. Sandhu is fluent in English, Punjabi, Hindi and is able to speak conversational Spanish.
When Dr. Sandhu is not in the office, she is likely working out at the gym or planning her next vacation. She loves to travel and is always looking for good restaurant recommendations. Her hobbies include cooking/baking, reading, volleyball and dancing.

Dr. Cowell grew up on the central coast of California. He originally received a degree in Graphic Design before eventually graduating from UC Davis with a degree in Neurobiology, Physiology and Behavior. He obtained his Doctorate of Optometry from UC Berkeley (Go Bears!). His clinical training includes externships at the Muskogee VA in Oklahoma, Travis Air Force base in California, The Crow Native American Health Clinic in Montana and The West Oakland Health Center in Oakland California. He has a passion for helping others see their best. When he is not seeing patients, he loves staying active, getting outdoors, and archaeology.
